The objective is to increase the safety of the occupants. They are two simple procedures but if you have doubts, keep reading to clarify them.
Version 7.7.0 of the ITV Procedure Manual will incorporate from the Next Sunday May 20 two new changes: the inspection of the emergency call system (eCall) and the collection of OBFCM (On-Board Fuel Consumption Meter) data. It must be remembered that the Technical Inspection of Vehicles not only has to be passed to avoid traffic penalties, but it is a measure that ends up saving lives, as the Association of Entities for the Technical Inspection of Vehicles of the Community of Madrid (AEMA- ITV).

And it is that in which we have been since 2023, according to data registered by the DGT, a total of 335 fatal accidents that have killed 373 people. These are two simple procedures, although only the first is a test in itself.
eCall control

This is an initiative aligned with the objectives, among others, of AEMA-ITV and its main purpose is ensure the correct operation of the vehicle to avoid possible accidents. The accessibility of the driver and passengers to an emergency call system contributes to achieving the goal of zero deaths behind the wheel. This test seeks to verify that responds correctly in case of facing some type of accident and that receive rapid relief attention. This inspection of the emergency call system is added to the already mandatory incorporation of the eCall system for new vehicle approvals since March 31, 2018.
SIt will only be done in passenger cars and light goods transport vehicles approved as of March 21, 2018. If we take into account that cars for private use pass their first ITV in the fourth year of their registration, in 2023 the analysis of this test will be limited.
Data collection

The other modification is OBFCM data collection. It is not a test that determines the favorable or unfavorable status of the vehicle, but a data collection of the actual fuel consumption and that will not affect the result of the inspection. It is a measure directed from Europe that is only will apply to passenger cars registered from January 2021 and vehicles of transport of goods registered from January 2022, while for light merchandise transport vehicles it will be applied from January 2024, which is when they must pass their first ITV. It is important to emphasize that this is a data collection, so the value obtained will not influence the result of the inspection.
On the other hand, this new version of the ITV Procedure Manual also updates the number of lights in compliance and allows the existence of anti-sun adhesive sheets in the driver’s direct field of vision in vehicles whose drivers have problems with lupus-equivalent UV exposure.
