What are the cities that collect the most with their fines?

The fines are a headache for thousands of drivers, especially for those who daily access big cities and have to deal with more and more restrictions. Whether it’s for speed, for parking or for accessing a low emission zone; everyone is exposed to receive a sanction. Now a study reveals that in 2022 362 million were raised euros for traffic fines in the ten most populated cities in the country. We are going to review which are the places where it is sanctioned the most.

City Collection in fines
Madrid €199.3 million
Barcelona €62.2 million
Seville €22 million
Palma de Mallorca €20.8 million
Bilbao €12.8 million

As can be seen in the table above, Madrid is the capital of the country and also the capital of fines. It is the city that collects the most with 199.3 million euros in 2022, more than triple that of the second classified, which is Barcelona with 62.2 million euros. In fact, the case of Madrid is quite special, since it alone represents more than half of the total collection of the ten most populous cities in the country. Below are others such as Seville or Palma de Mallorca, whose figures are insignificant when compared to the top positions, but are considerable by population.

It must be made clear that the case of Madrid is also due to the fact that it is the most populated city on the national scene (3.28 million people) and also the one with the largest vehicle fleet (1.97 million cars). If we talk about another striking fact, which is what is collected per vehicle, they are more even. In Madrid, an average of 101.2 euros is paid for each car, while Bilbao stays at 69.4 euros per vehicle and Barcelona at 68.9 euros.

The study also reviewed the collection by the Tax on motor vehicles (IVTM). Madrid continues to be the one that collects the most due to the size of its park, with 145.1 million euros compared to 53.5 million in Barcelona or 37 million in Valencia. Although it is striking that municipalities with fewer registered cars charge more taxes. Bilbao leads with 101.4 euros per vehicle, followed by Zaragoza with 84.6 euros per car and Murcia with 77.9 euros per car.
